How it works.
It belongs to the mailbox, not to you
The row hangs off the connected account and is deleted with it. Disconnecting therefore destroys the block rather than parking it, and reconnecting the same provider writes over whatever row is there, so an old sign-off can arrive attached to a new address.
A reply skips it, a forward does not
The append is decided by whether the outgoing message names the one it is answering. The composer only names one for a reply or a reply to everybody, so a forward is treated as a fresh message and picks the block up.

The send path reads the row and puts the block under the body on its way out, so the editor stays showing only the words you actually wrote.
Off is a switch, not a deletion
Automatic appending is a flag on the same row, so a sign-off can sit unused through a campaign and come back without anybody rewriting it.
