CRM-first tools are platforms like Pipedrive and Close. Phone-first tools are cloud PBX products like Zoho Voice.
Predictive pacing is not a feature you can bolt on.
Dialing ahead of your agents means running the phone line yourself: you have to hear the moment someone picks up, judge whether it is a person, and put a rep on it in under a second. Products that place their calls through somebody else's phone system cannot do that, which is why they ship a power dialer and call it close enough.

You already have a CRM you like
If your team is small and the phone is occasional, a CRM with a click-to-call integration is genuinely enough. Adoptiv starts paying for itself when dialing is the job rather than a step in it - roughly from the point you are pacing more lines than you have reps.
You already have a phone system you like
Cloud PBX products handle inbound well. What they do not do is own the record - so the call history lives in one vendor and the deal lives in another, and someone has to reconcile them. Adoptiv is the option when you would rather that seam did not exist.
